📄 5 Full Mains Practice Papers (GS-I to GS-IV + Essay)

Each paper mirrors the real exam: 20 questions (10×10 marks + 10×15 marks) in 3 hours, 250 marks. Write in the answer booklet format; obey word limits (150/250). Use the frameworks in GS1-to-GS4-Frameworks.md and self-evaluate with the rubric at the end.


PAPER 1 — GENERAL STUDIES I (History, Geography, Society, Culture)

Section A (10 marks / 150 words each): 1. Examine the contribution of the Bhakti movement to social reform in medieval India. 2. How did the Industrial Revolution alter the balance of global power in the 19th century? 3. Discuss the salient features of Indus Valley town planning. 4. Section B (15 marks / 250 words each): 11. "The revolt of 1857 was more than a sepoy mutiny but less than a national war of independence." Critically examine. 12. Assess the geographical and human factors behind recurrent floods in the Brahmaputra basin. 13. Discuss the causes and consequences of urbanization in India, with remedies. 14. Evaluate the contribution of moderate and extremist phases to the national movement. 15. How do ocean currents influence the climate of adjoining landmasses? Illustrate. 16. Examine the role of regionalism as both a challenge and an expression of federal diversity. 17. Discuss the evolution of temple architecture from the Gupta to the Chola period. 18. "Cyclones in the Bay of Bengal are more destructive than those in the Arabian Sea." Analyse why. 19. Analyse the social reform movements of the 19th century in shaping modern Indian society. 20. Discuss the effects of climate change on Indian agriculture and adaptation strategies.


PAPER 2 — GENERAL STUDIES II (Polity, Governance, Social Justice, IR)

Section A (10 marks): 1. Discuss the significance of the basic structure doctrine. 2. Examine the role of the Finance Commission in fiscal federalism. 3. "Judicial activism has blurred the separation of powers." Comment. 4. What are the challenges in implementing the anti-defection law? 5. Section B (15 marks): 11. "The office of the Governor has become a flashpoint in Centre–State relations." Critically examine. 12. Evaluate the performance of welfare schemes for vulnerable sections, with reforms. 13. Discuss the tension between the right to privacy and state surveillance in the digital age. 14. "Cooperative federalism is aspirational; competitive federalism is real." Analyse. 15. Examine the challenges to judicial independence and the collegium debate. 16. Assess India's neighbourhood-first policy and its constraints. 17. Discuss the role of civil services in a democracy and the need for reforms. 18. "Transparency and accountability are the twin pillars of good governance." Elaborate with examples. 19. Examine the effectiveness of India's engagement with multilateral institutions. 20. Analyse the social justice provisions of the Constitution and gaps in their realization.


PAPER 3 — GENERAL STUDIES III (Economy, S&T, Environment, Security, DM)

Section A (10 marks): 1. Discuss the concept of inclusive growth and its challenges in India. 2. Examine the significance of MSP in Indian agriculture. 3. What is the role of the food processing industry in doubling farmers' income? 4. Discuss the importance of the National Green Hydrogen Mission. 5. Examine the causes and impacts of Non-Performing Assets on the banking sector. 6. What are the key features of India's space programme's recent achievements? 7. Discuss the linkages between development deficits and left-wing extremism. 8. Examine the significance of Environmental Impact Assessment. 9. What is the role of drones in modern disaster management? 10. Discuss the challenges of cyber security for India.

Section B (15 marks): 11. "Land reforms remain unfinished business in India." Critically examine. 12. Evaluate India's strategy for transitioning to renewable energy and net-zero. 13. Discuss the role of technology missions in agriculture and their limitations. 14. Analyse the internal security challenges posed by social media and misinformation. 15. "Disaster management in India has shifted from relief-centric to prevention-centric." Assess. 16. Examine the opportunities and risks of artificial intelligence for the Indian economy. 17. Discuss the causes of the twin balance sheet problem and the policy response. 18. Evaluate India's food security architecture in the context of climate change. 19. Analyse the role of infrastructure investment models (PPP) in India's growth. 20. Discuss the security implications of India's borders and the way forward.


PAPER 4 — GENERAL STUDIES IV (Ethics, Integrity, Aptitude)

Section A — Theory (10 marks each): 1. Distinguish between ethics, morals, and values with examples. 2. "Emotional intelligence is indispensable for administrators." Discuss. 3. What do you understand by 'probity in governance'? Why is it important? 4. Explain the role of attitude in shaping behaviour, with an administrative example. 5. Discuss the relevance of Gandhian ethics in contemporary governance. 6. What are the sources of ethical guidance for a civil servant when laws are silent? 7. Explain 'conflict of interest' and how it should be managed in public service. 8. Discuss the foundational values of civil service.

Section B — Case Studies (20 marks each): 9. You are a municipal officer. A slum on encroached public land is due for demolition, but hundreds of children there attend a school run by an NGO on that land. A festival is approaching and political pressure is high. Analyse the stakeholders, dilemmas, options, and your course of action. 10. A junior colleague confides that a senior is sexually harassing a contractual employee who is afraid to complain formally. Discuss your ethical response. 11. You must approve emergency relief funds. You suspect, but cannot yet prove, that a portion is being siphoned by an intermediary. Delaying hurts victims; releasing risks misuse. What do you do? 12. A multinational offers your department free, high-quality software that would improve service delivery but would lock the government into its ecosystem and raise data-sovereignty concerns. Evaluate.

PAPER 5 — ESSAY (choose ONE from each section; ~1000–1200 words each; 3 hours)

Section A: 1. Character is destiny. 2. Development that does not include the vulnerable is not development. 3. The measure of intelligence is the ability to change. 4. A nation is only as strong as its weakest institution.

Section B: 5. Artificial intelligence: the promise and the peril. 6. Climate change is a test of our capacity to act collectively. 7. Freedom is not the absence of restraint but the presence of responsibility. 8. The empowerment of women is the empowerment of the nation.
